To better understand the phenomenon in relation to the mobility services offered by the city,
we overlaid the mapping of detected illegal parking with the Public Transport Accessibility Level (PTAL) index.
The PTAL level is assessed on the basis of the availability, frequency and type of public transport in an area,
as well as the walking time required to reach access points (bus stops, metro stations, railway stations) from
each area under consideration (e.g. census zones, equally sized cells into which the area under consideration
is divided).
The map shows the current scenario for 2023, which includes the San Babila-Linate section of the M4 line and
excludes future scenarios for the extension of the metro network. Overlaying the two analyses at the city level
shows that there is not a strong correlation between illegal parking and low service levels.
A closer look at the eastern sector (Municipalities 3 and 4) compared to the south-western area (Municipality 6)
shows that the phenomenon remains widespread despite the very different service coverage situations, with higher
values near areas with high public transport accessibility index values.
